Program Description

Overview

Window VIII recognises that sustainable national development requires strong, capable local government institutions that can identify community needs, mobilise resources, and deliver services effectively. This window provides dedicated research and innovation grants to LGAs and Area Councils across The Gambia's seven regions, enabling them to generate local evidence, pilot innovative approaches to service delivery, and build the institutional systems needed to plan and implement development programmes.

Eligible Activities

  • Community needs assessment and local development planning research
  • Pilot programmes for improved local government service delivery (waste management, markets, roads, water, urban planning)
  • Local revenue mobilisation systems and municipal finance innovation
  • Digital governance tools (GIS mapping, citizen feedback systems, online permits)
  • Environmental management and climate adaptation at local government level
  • Community health outreach and local health systems strengthening
  • Local economic development research and enterprise promotion

Regional Equity Commitment

NRIF is committed to ensuring equitable geographic distribution of Window VIII grants. At least one grant of approximately GMD 10,000,000 will be awarded to an LGA or Area Council in each of The Gambia's seven administrative regions per funding cycle, subject to sufficient eligible applications. LGAs in the North Bank, Central River, Lower River, Upper River, and Banjul/Kanifing regions are particularly encouraged to apply.

Eligibility Criteria

Eligible Lead Applicants

  • Formally established Local Government Authorities (LGAs) under The Gambia's Local Government Act
  • Urban councils, Area Councils, and Ward Development Committees supported by their parent LGA

Partnership Requirements

  • All applications must include a letter of endorsement from the Regional Coordinating Director and the Governor of the relevant administrative region
  • At least one technical implementation partner (university, research institution, registered NGO, or private firm) must be named in the application
  • Community consultation documentation (minutes of at least two community engagement sessions) must accompany the application

Financial Management Conditions

  • LGAs must have a functional financial management system and demonstrate compliance with Local Government Finance Act requirements
  • Applications from LGAs with outstanding audit queries from the National Audit Office will be considered only where a credible resolution plan is provided
  • A project management committee with community representation must be established before grant disbursement
