Program Description

Overview

Window III recognises that effective research requires not only trained people but also the physical, technological, and systemic infrastructure to conduct rigorous investigations. This window funds the establishment, rehabilitation, and upgrading of laboratories, research centres, digital research platforms, data systems, and related infrastructure at universities, research institutions, and TVET centres across The Gambia.

Thematic Priorities

  • Laboratory equipment and scientific instrumentation for priority research fields
  • Digital research infrastructure: high-performance computing, data storage, and secure networks
  • Research libraries, open-access repositories, and academic database subscriptions
  • Field research stations and long-term data collection systems
  • Research ethics review systems and institutional review boards
  • Shared research facilities and multi-institution research hubs
  • Research data management systems and open data platforms

Priority Research Fields

While applications from all disciplines are considered, NRIF prioritises infrastructure investments in: agriculture and food systems; health and biomedical sciences; environmental science and climate change adaptation; ICT and digital technology; materials science and engineering; and social sciences relevant to national development.

Shared Use Requirement

All infrastructure funded under this window must be available for shared use by at least two institutions. Proposals must include a facilities management plan, a cost-recovery or user-fee model, and a governance structure to ensure equitable access. Infrastructure funded by NRIF cannot be used exclusively by a single department or research group.

Eligibility Criteria

Eligible Lead Applicants

  • Universities and tertiary education institutions accredited in The Gambia
  • Government research institutions and specialised research agencies
  • TVET centres accredited by the National Accreditation and Quality Assurance Authority (NAQAA)
  • Collaborations between two or more eligible institutions are strongly encouraged

Key Eligibility Conditions

  • The proposed infrastructure must serve a minimum of two institutions
  • Applicants must provide evidence of recurrent budget commitment to maintain the infrastructure post-grant (e.g., a board resolution or letter from the relevant ministry)
  • Construction of new buildings is not fundable under this window; rehabilitation and fitment of existing facilities is permitted
  • Infrastructure must not duplicate existing functional equipment at the same institution without clear justification
  • All procurements must comply with NRIF's Procurement Policy and relevant government regulations

Required Annexes

  • Technical specifications for all major equipment items
  • At least three independent price quotes for items above GMD 50,000
  • Facility management and governance plan
  • Evidence of institutional commitment to operations and maintenance funding
